Julian became interested in telecommunications when he worked for a Bell company before going to law school.
Upon graduating from Georgetown Law with honors, Julian was an associate attorney for Blooston Mordkofsky, a boutique telecom firm, from June 1992 to April 1995. Julian prepared and filed private radio license applications before the FCC, litigated “finders preference requests” and handled a variety of radio compliance questions.
From April 1995 to February 2006, Julian joined the international law firm of Mayer Brown, first as associate attorney, then as counsel. Julian advised on FCC regulatory aspects of major telecom deals, including the Global One venture between Sprint, Deutsche Telekom and France Telecom, and BellSouth’s sale of Latin American cellular properties. He also negotiated services agreements for corporate users and advised on FCC aspects of the financing of media, telecom and Internet operations.
In February 2006, Julian formed his own firm, Gehman Law PLLC, where he has been to the present.
From 2006 to 2016, Gehman Law served as outside FCC counsel to Sensus USA Inc., a smart grid company using licensed spectrum. Julian helped Sensus put in place the largest spectrum leasing program at the FCC, representing approximately one third of active spectrum leases in the United States. Julian also successfully defended against a proposed spectrum re-allocation that would have caused harmful interference to Sensus’ operations. In 2006, Julian represented The Jordan Company and Goldman Sachs at the FCC in their purchase of the Sensus assets. In 2016, he represented these sellers in the sale of Sensus to Xylem Inc.
Julian specializes in spectrum, wireless radio and compliance. He holds Amateur Radio Service license KO4TTK.
